Training and medical in Ukraine

In Ukraine, the State Service of Maritime and Inland Water Transport and Shipping (MARAD, Морська адміністрація) is the maritime administration for STCW. It issues seafarers' qualification documents and approves the training programmes of seafarer training institutions.

MARAD publishes a regularly updated list of training institutions whose approved programmes comply with STCW, with a validity date for each approval. Most centres are in Odesa, Izmail, Chornomorsk, Mykolaiv and Kyiv. Because of the war, some institutions have relocated (for example, the Kherson State Maritime Academy now lists an Odesa address) and others operate in frontline areas, so confirm a centre is operating and its approval is current before paying.

Seafarer medical examinations follow the Ministry of Health Rules approved by order No. 1793, in force since 6 February 2026. They are carried out by an expert commission of a health care institution, chaired by a recognised medical practitioner. The Ministry of Health publishes the current list of recognised practitioners and their institutions on moz.gov.ua. The earlier list of institutions (order No. 2054 of 2023) was repealed by order No. 1254 of 28 August 2026, so check that your doctor is on the current list before booking. A seafarer medical certificate is valid for at most two years (one year under age 18).

You can verify Ukrainian seafarer qualification documents through MARAD's online verification service.
