NATO will send more patrol aircraft, radar systems and drones to the Black Sea. The military alliance announced this on Tuesday, 20 October 2026. It follows a series of drone attacks on merchant ships near Romania and Bulgaria. Several seafarers have died or are still missing.
The decision came after a meeting of the North Atlantic Council in Brussels. This is NATO's main decision-making body. Ambassadors of all NATO countries met there to discuss security in the Black Sea.
What NATO is sending
US Army Colonel Martin O'Donnell is a spokesperson for SHAPE, NATO's military headquarters in Europe. He said allies "have or will send" more equipment and people to the Black Sea. According to his statement, this includes:
maritime patrol aircraft, which watch large areas of sea from the air
radar systems
drones
intelligence staff
explosive exploitation teams, which study the remains of weapons to find out what they are
O'Donnell said the most important aim is to know more about what happens at sea. NATO wants to do this "through increased sensors and data sharing", he said.
NATO's spokesperson posted on X after the meeting. The post says NATO has already made its defences on the eastern side of the alliance stronger, including against drones. It says the new assets will support surveillance, reconnaissance and forensics. Forensics here means investigating the attacks. The post is shown below.

NATO has not announced a mission to escort merchant ships, Stars and Stripes reported. The newspaper also cited Bulgarian National Radio. It said a US Navy P-8A Poseidon patrol aircraft arrived in Varna, Bulgaria, on Sunday, 18 October. It was not clear if this aircraft is part of the new NATO plan.
Why NATO is acting now
Reuters counted at least five cargo ships hit near the coasts of Romania and Bulgaria in ten days. Two chemical tankers were also hit off Romania. At least 23 seafarers were reported dead or missing.
Seven crew of the tanker Wine Trader are still missing after drones hit it off Sulina, Romania, on 15 October. The Romanian seafarers' union SLN said on 19 October that the seven had not been found. Earlier, the cargo ship HS Dignity sank off Bulgaria on 13 October. Bulgaria said ten of its crew were missing when the search ended.

NATO has not said who is behind the attacks. Military analysts say Russia almost certainly carried them out, Reuters reported. Moscow has not accepted responsibility. Kaja Kallas is the EU's foreign policy chief. She said "six attacks in 10 days by suspected Russian drones" were "a dangerous and unacceptable escalation".
What it means for crews
More aircraft and sensors can give a clearer picture of the danger in the area. They do not protect each ship directly, and there are no NATO escorts. Crews on ships going to the western Black Sea should keep preparing for attacks.
Before and during the voyage, check the latest Romanian and Bulgarian navigational warnings.
Ask your company for the current security assessment. Include the time the ship waits at anchor, because the two tankers off Sulina were hit at anchor.
Make sure fire-fighting and life-saving equipment is ready, and that everyone knows their muster station.
Ask your union or company which risk-area rules apply to your contract. The IBF list of risk areas shows the areas where extra pay and the right to refuse sailing can apply. The IBF is the International Bargaining Forum of unions and employers.
Crewing managers should keep crew lists and next-of-kin contacts up to date for every ship in the region.
