The Maritime Industry Authority (MARINA) will close two Manila offices on 16, 17 and 18 November 2026. Those days are special non-working days in the National Capital Region for the 49th ASEAN Summit. MARINA said this in a public notice on 6 November 2026.
One closed office is the MARINA-NCR office at Trium Square Building in Pasay City. The other is the MARINA Processing Center at the DMW Blas F. Ople Building in Mandaluyong City.
Seafarers who booked a Seafarer's Record Book (SRB) or Seafarer's Identity Document (SID) appointment on those days get a new date.
New appointment dates
16 November moves to 19 November 2026.
17 November moves to 20 November 2026.
18 November moves to 23 November 2026.
If you cannot come on the new date, MARINA says you may still process your application on or before 27 November 2026.
Normal operations resume on Thursday, 19 November 2026.
The notice follows Proclamation No. 1447 of 17 September 2026. That proclamation made 16 to 18 November special non-working days in Metro Manila for the summit.
Extra SID and SRB slots in December
On 3 November 2026, MARINA also said it will open 600 extra appointment slots in December 2026. The slots are for an SID, an SRB, or both. They are at the MARINA Central Office.
You book through the SID/SRB Online Appointment System with the eGovPH app. Do not pay a fixer or an unofficial Facebook page for a slot.

What to do now
Check your SID or SRB appointment date in the official Online Appointment System.
If your booking was for 16, 17 or 18 November in Manila, note the new date above.
If you cannot make the new date, plan to finish processing by 27 November 2026.
Book a December slot early if you need papers before joining a ship in early 2027.
